SeaPort Next Generation now accepting vendor proposals

WASHINGTON -- SeaPort Next Generation (SeaPort-NxG) is now accepting vendor proposals, the U.S. Navy announced via Federal Business Opportunities (FedBizOpps), June 1.

 

SeaPort is the Navy Department's electronic platform for acquiring support services in 23 separate areas that include engineering, financial Management, and program management. This portal provides an efficient means of soliciting offers from thousands of multiple award contract (MAC) holders-large and small businesses and their pre-approved team members. Task orders are competitively solicited, awarded and managed using this platform.

  

The Navy will begin using SeaPort-NxG MACs to award task orders for services at the beginning of fiscal year 2019.

 

Vendors will notice the updated SeaPort-NxG now divides the 23 functional areas into two scope of work categories, either engineering services or program management. In addition to this, the removal of regional zone presence requirements now enables all awarded MAC holders to compete for any task order solicitation.

 

A significant requirement for any company to win a SeaPort-NxG MAC award is proof of work experience within the past ten years that directly supports the Dept. of the Navy. This work experience must be in direct support of the Department of the Navy as a prime or as a subcontractor and related to one of the 23 functional areas covered by SeaPort-NxG. Experience in support of other federal agencies is not sufficient, and proposals from joint ventures will not be considered.

 

In addition to demonstrating Dept. of the Navy work experience, companies must register in the System for Award Management (SAM) tool:

https://www.sam.gov/portal/SAM/ and not owe any federal taxes. Debarred or suspended businesses are ineligible. Additionally, large businesses planning to subcontract must submit a compliant small business subcontracting plan.

 

Vendors unable to qualify for a SeaPort-NxG MAC award during the on-going selection process may qualify for rolling admissions also known as "On Ramp." NAVSEA anticipates this will become available approximately two years after the SeaPort-NxG MAC awards in early fiscal year 2019.
